Future of Critical Functions (FUFU)

The Future of Critical Functions (FUFU) project addresses the need to redefine and secure Finland’s critical societal functions in the face of digitalisation, geopolitical tensions, and global uncertainties. The project supports national strategies in comprehensive security, societal resilience, and security of supply.

Date: 6/2025 – 6/2026

Objective: The project aims to update and strengthen the national understanding of Finland’s critical societal functions, which are essential to the continuity and overall security of society in all conditions. Current definitions and models are based on over 20-year-old frameworks that no longer reflect today’s rapidly evolving threat landscape, shaped by digitalisation, energy crises, and increasingly complex security risks.

The project adopts a forward-looking, systems-analytic approach to analyse trends, drivers of change, and future uncertainties. It seeks to lay a scientifically grounded foundation for a comprehensive, multidimensional view of societal security and resilience.

The main research objectives are:

  • Map and define current critical functions and their interdependencies using horizon scanning and systemic tools to identify pressures, megatrends, and early signals.
  • Analyse future development scenarios and assess their potential impact on critical functions over a 20-year timespan.
  • Develop and pilot a future-oriented management model for Finland’s comprehensive security ecosystem, based on anticipatory planning and systemic analysis.
