"Re-designing public governance for better impact"

Guest lecture by Katju Holkeri, Financial Counsellor, Finnish Ministry of Finance.

The pro­cesses, work­ing meth­ods and in­sti­tu­tions of pol­icy mak­ing in Finland are in a turn­ing point. Chal­lenges the gov­er­nance sys­tems are fac­ing are of the scale that small cos­metic re­forms are not enough; in­stead we need to investigate the pro­found ba­sics of our gov­er­nance and re­assess them. Katju Holkeri, Financial Counsellor at Finnish Ministry of Finance will on her guest lecture address possible paths to re-design public governance for better impact. The following issues among others will be discussed:

- We live in a new situation of highlighted interconnectedness and complexity of issues at the same time as the people’s trust in the governance systems is at stake.

- We can try to run the gov­ern­ment as a ra­tio­nal ma­chin­ery with more or less same char­ac­ter­is­tics as any en­ter­prise. Al­ter­na­tively we can ad­mit the supremacy of politics, which by na­ture is con­flict­ing.

- An effective and accountable public service is essential to support the businesses that create jobs. This will require a change in the culture of the public sector going beyond technical efficiency to the creation of public value.

- Our aim should not only be to renew the public service delivery for users, but also to explore how we can achieve greater public value through engaging citizens so that they take greater responsibility for actual impacts.
