- Government expenditures must be reduced by at least 8 billion in Finland. How much can be achieved by better governance?
- The public sector owns a large number of commercial enterprises. Can these companies be made more efficient by better governance?
- Substantial sums are being transferred between the central government and local governments. Is the fact that many influential politicians occupy positions in decision making bodies on both levels an obstacle to reform?
